The following are details of a sweeping 20-point proposal to end the war in Gaza between Israel and Iranian-backed Hamas terrorists, secure the release of hostages, and establish an internationally supervised plan for reconstruction and long-term peace in the Middle East.
- Gaza will be a deradicalized, terror-free zone that poses no threat to its neighbors.
- Gaza will be redeveloped for the benefit of its people, who have suffered more than enough.
- If both sides agree, the war will end immediately. Israeli forces will withdraw to an agreed line to prepare for a hostage release. All military operations, including aerial and artillery bombardments, will be suspended, and battle lines will remain frozen until conditions are met for a complete staged withdrawal.
- Within 72 hours of Israel publicly accepting the agreement, all hostages — alive and deceased — will be returned.
- Once hostages are released, Israel will free 250 prisoners serving life sentences and 1,700 Gazans detained after Oct. 7, 2023, including all women and children. For every Israeli hostage whose remains are returned, Israel will release the remains of 15 deceased Gazans.
- Hamas members who commit to peaceful coexistence and surrender weapons will be granted amnesty. Those wishing to leave Gaza will receive safe passage to third countries.
- Upon acceptance, full humanitarian aid will immediately enter Gaza. Aid levels will at minimum match the Jan. 19 agreement, covering infrastructure rehabilitation (water, electricity, sewage), hospitals and bakeries, and equipment to clear rubble and reopen roads.
- Aid distribution will proceed without interference from either side through the United Nations, the Red Crescent, and other neutral institutions. The Rafah crossing will open under the same mechanism used in the Jan. 19 agreement.
- Gaza will be governed temporarily by a technocratic, apolitical Palestinian committee, composed of qualified Palestinians and international experts. Oversight will come from a new transitional body, the Board of Peace, chaired by President Donald Trump, with other leaders to be announced, including former British Prime Minister Tony Blair.
- The Board of Peace will fund and manage Gaza’s redevelopment until the Palestinian Authority completes reforms, as outlined in Trump’s 2020 peace plan and the Saudi-French proposal, and can securely assume control.
- A Trump economic development plan will convene experts behind Middle East “miracle cities” to guide investment, create jobs, and build a sustainable Gaza economy.
- A special economic zone will be established with preferential tariffs and access rates negotiated with participating countries.
- No one will be forced to leave Gaza. Residents may freely depart or return, though the aim is to encourage people to stay and build a better future.
- Hamas and other factions will play no role in governing Gaza. All terror infrastructure, including tunnels and weapon plants, will be destroyed. Independent monitors will supervise demilitarization, supported by an internationally funded buyback and reintegration program.
- Regional partners will guarantee that Hamas and other factions comply, ensuring Gaza poses no threat to its people or neighbors.
- The U.S., with Arab and international partners, will establish a temporary International Stabilization Force to deploy immediately in Gaza. The ISF will train Palestinian police, coordinate with Egypt and Jordan, and secure borders while preventing weapon smuggling.
- Israel will not occupy or annex Gaza. As the ISF assumes control, the Israel Defense Forces will withdraw according to agreed standards and timelines, leaving only a temporary security perimeter until Gaza is secure.
- If Hamas rejects or delays, the plan — including expanded aid — will proceed in IDF-controlled areas transferred to the ISF.
- An interfaith dialogue initiative will promote tolerance and peaceful coexistence, changing mindsets by highlighting the benefits of peace.
- As Gaza is redeveloped and the Palestinian Authority reforms, conditions may emerge for a credible pathway to Palestinian self-determination and statehood. The U.S. will also establish dialogue between Israel and the Palestinians to define a political horizon for peaceful coexistence.
